Strategic Workforce Planning and Human Capital Forecasting: Aligning Business Strategy with a Workforce Future No Model Can Fully Predict

Why "strategic workforce planning" is so often, in practice, just a longer headcount budget. Golden and Ramanujam's classic study of ten firms found most had barely connected HR planning to business strategy at all. This lesson works through what a genuine workforce plan has to decide beyond headcount, what trend analysis, ratio analysis, regression and the Delphi method can and cannot tell a planner about tomorrow's workforce, and why the evidence, from a decade of U.S. government occupational projections to a 2023 health workforce study, keeps finding the same thing: the further out the horizon, the less any of these methods can be trusted.
